According to the relevant laws and policies of this city's carbon emission rights trading, in order to strengthen the responsibility of key carbon emission units, play a role in promoting the market mechanism for greenhouse gas emission control, effectively reduce greenhouse gas emissions, and do a good job in carbon emission rights trading in 2020. Relevant matters are notified as follows:


1. About adjustment matters


On the basis of summarizing the operation situation since the carbon emissions trading pilot started in 2013, in order to optimize the carbon emissions trading mechanism, achieve the “13th Five-Year Plan” greenhouse gas emission control goals, and coordinate the control of atmospheric pollutant emissions, this year ’s carbon emission rights The transaction adjustments are as follows:


(1) About the scope of key carbon emission units


Our Bureau and the Municipal Statistics Bureau jointly issued the “Notice on Announcement of the List of Key Carbon Emission Units and Reporting Units in Beijing in 2019” (Beijing Huanfa [2020] No. 3) (hereinafter referred to as the “List”). The following two adjustments were made to the scope of key carbon emission units: First, the emission units that were discontinued due to industrial restructuring and other reasons and the emission units whose annual carbon dioxide emissions were stable below 5,000 tons were removed; second, the civil aviation transportation aircraft Carbon emissions are included in the scope of the Beijing Carbon Emissions Trading Report to prepare for the next step of compliance.


There are a total of 843 key carbon emission units in the city in 2019, of which 1-831 companies should fulfill their carbon emission control responsibilities in accordance with the relevant provisions of the city ’s carbon emissions trading pilot and participate in the work related to carbon emissions trading in 2020; aviation companies in the "list" (Serial No. 832-843, 623, 624), according to the aviation accounting guidelines issued by this city, report the emission data of fixed facilities in 2016-2019 and aircraft in 2018-2019. There are a total of 634 general reporting units, and they are required to submit the carbon emission report for 2019 to our bureau within the specified time.


(2) Adjustment of the contents of enterprise accounting, reporting and third-party verification


In order to improve the scientificity of the city's carbon emissions trading related data, the definition of key facilities was revised, and the characteristics of the industry in thermal production and supply, cement manufacturing, petrochemical, other service industries (property, data center, communications), other industries ( Power grid, automobile manufacturing, biopharmaceutical product manufacturing, sewage treatment and reclaimed water supply, and tap water supply) The enterprise accounting and reporting guidelines have added activity level supplementary data sheets (Annex 1). And information, the verification content should include supplementary data and information (Annex 3).


(3) About quota verification method and historical base year


The quota allocation method continues to use the historical total method, historical intensity method, reference value method, advanced value method, etc. originally adopted by various industries. The thermal production and supply, and cement industries are planning to gradually transition to the benchmark method. To this end, the above-mentioned industry units are required to submit and verify supplementary data.


The historical base year of the carbon dioxide quota of approved key carbon emission units will be adjusted to 2016-2018, and the emission control coefficients of various industries in 2019 and 2020 will be released. The scope of new facilities will be adjusted to facilities that will be put into operation after January 1, 2019. .


Adopts the quota adjustment mechanism (Annex 4) for the special situation of excess quotas caused by non-technical reasons.


(4) About low carbon travel offset products


Modified and improved the methodology for voluntary emission reduction of motor vehicle driving in 2017, and formed the "Carbon Emission Reduction Methodology for Low Carbon Travel (Trial Version)" (Annex 5). Each unit may declare to the Bureau projects that meet the methodological requirements.


(5) About system login


According to the municipal government's "single-serving service" work on the single sign-on arrangement for government services, the system login method has been adjusted. Please pay special attention to all units.


2. Work arrangements on carbon emissions trading


(1) Reporting of carbon emissions


Key carbon emission units and general reporting units should account for the unit ’s 2019 carbon emissions data in accordance with the “Beijing Enterprises (Units) CO2 Emissions Accounting and Reporting Guidelines” (Annex 1), establish a carbon dioxide emission monitoring and reporting mechanism, and formulate an annual monitoring plan , And through May 31, 2020 through the "Beijing Climate Change Data Reporting System" (hereinafter referred to as the "Reporting System", the Municipal Ecology and Environment Bureau website-government services-key emission units carbon emission verification, quota verification and adjustment, the city The website of the Ecology and Environment Bureau is http://sthjj.beijing.gov.cn, and all units need to use the enterprise one certificate and log in to the system through "certificate login") to submit the 2019 carbon emission report to the Bureau. After completing the system report, the general reporting unit should submit the scanned file of the carbon emission report with the official seal through the system by uploading the attachment; the key carbon emission unit shall submit to the Bureau before June 30, 2020 after the verification work is completed. Submit a paper emission report with the official seal and consistent with the third-party verification conclusion.


(2) Third-party verification report submission


  1. Carbon emission report verification. Key carbon emission units should entrust their verification agencies to conduct carbon emission report verification through the "Reporting System", and submit verification reports to our bureau by June 30, 2020.

  2. Verification method. The third-party verification agency shall conduct the verification in accordance with the “Guidelines for the Third-Party Verification Procedures of Beijing Carbon Emission Report” (Annex 2) and the “Guidelines for the Preparation of Third-Party Verification Reports for Beijing Carbon Emissions” (Annex 3).

3. Quality Management. In order to ensure the accuracy and authenticity of the data, our bureau will organize experts to review the verification report, and organize a fourth-party agency to conduct random checks on the verification report.


(3) Issuance of carbon emission allowances


Our bureau will issue the 2019 quota in accordance with the "Beijing Enterprise (Unit) Quota Approval Method" (Annex 4).

  1. Regarding the issuance of quotas for existing facilities. Our bureau will issue allowances for existing facilities in accordance with the principle of moderation and tightness, and issue carbon emission allowances for existing facilities by May 31, 2020.

  2. Regarding the issuance of quotas for new facilities. Key carbon emission units that have new facilities need to prepare materials in accordance with the new facility quota application materials and relevant requirements, and submit their applications by July 15, 2020. According to the actual activity level of new facilities in key carbon emission units in 2019 and the advanced value of the industry's carbon emission intensity, our bureau will approve the new facility quota for 2019 by August 31, 2020.

3. About quota adjustment. Key carbon emission units that meet the conditions for adjusting carbon dioxide emission quotas may submit their applications by July 15, 2020 in accordance with the application materials and relevant requirements for quota adjustment. According to the actual situation and relevant rules, our bureau will verify the adjustment amount and complete the adjustment of the quota by August 31, 2020.


(4) Liquidation of Quota (Performance)


Prior to 31 October 2020, key carbon emission units shall submit to the quota account opened by the registration system an emission allowance equal to the total amount of emissions verified in 2019 (including the verified carbon emission reduction amount used for offsetting carbon The amount of emission reduction is not higher than 5% of the amount of carbon emission allowances issued in the year, and the relevant documents for offset applications are submitted as of September 15, 2020). The excess quota emissions can be purchased through the city's trading platform, and the surplus quota can be sold or stored through the city's trading platform until the next year.

The quotas held by key carbon emission units that withdrew in 2020 can still be traded in the city ’s carbon market, and are valid until December 31, 2022. After the validity period ends, the quota in the account automatically expires.

After the end of the performance period, our bureau will close the performance of the key carbon emission units in the registration system for this year. The registration system will automatically recover the emission allowances required for compliance, and the shortfall will be punished in accordance with relevant regulations.


(5) Enforcement of carbon emissions trading


According to the relevant provisions of the Decision of the Municipal People's Congress Standing Committee on the Pilot Work of Carbon Emissions Trading under the Prerequisite of Strictly Controlling the Total Carbon Emissions of the Municipality, our Bureau enforces carbon emission reports and compliance matters.

From June 1, 2020, our bureau will enforce the law on units that fail to submit carbon emission reports; from July 1, they will enforce key carbon emission units that fail to submit carbon emission verification reports. ; From November 1st, key carbon emission units that have not completed their compliance will be enforced.


(VI) Quota Account Management


Key carbon emission units have passed the "Beijing Carbon Emissions Trading Registration System" (hereinafter referred to as the "Registration System" at http://jczf.sthjj.beijing.gov.cn/crs/) to manage quotas and be approved Carbon emission reduction. The approved carbon emission reductions include certified voluntary emission reductions, energy-saving project carbon emission reductions, forestry carbon sink project carbon emission reductions, and Beijing low-carbon travel carbon emission reductions.

In order to ensure the security of the quota account, our office uses a digital certificate (UKEY) to manage the account. The digital certificate needs to be updated every year, and all key carbon emission units should replace the digital certificate in time to ensure the normal use of the quota account. The validity period of the digital certificate will be automatically prompted when logging into the registration system.


3. Work requirements


Each unit should attach great importance to it, according to the division of responsibilities, cooperate closely, and work together to ensure that the emission control and carbon emissions trading of key carbon emission units in 2020 will be completed on time and with quality.

(1) Our bureau will coordinate and promote the annual carbon emissions trading related work, study and improve the carbon emissions trading related policies and regulations, coordinate professional institutions and experts to provide technical support, and guide and support through the organization of policy promotion and business training. Key carbon emission units carry out work related to carbon emission trading. At the same time, strengthen the inspection and enforcement of carbon emissions trading, and urge the emission units to comply with the requirements.

(2) Relevant municipal departments and eco-environmental departments of various districts should pay close attention to the emission control of key carbon emission units in their industries (fields) and their jurisdictions, actively guide and support key carbon emission units to carry out emission control work, and assist in carbon emission Reporting, verification, and compliance.

(3) Each major carbon emission unit shall effectively fulfill its main responsibility for controlling carbon emissions, strengthen its own carbon quota management and carbon emission control, discharge carbon dioxide within the scope of the quota permit, and discharge relevant work in accordance with prescribed procedures and requirements. Each reporting unit should faithfully report on carbon emissions, strengthen energy consumption measurement and monitoring, and improve the accuracy of carbon emissions reporting data.

(4) The third-party verification agency shall conduct carbon emission verification in accordance with the prescribed procedures and requirements, and strictly control the quality of the verification report. For third-party verification agencies that have been found to be of poor quality after review by experts and random inspections, our bureau will interview or notify: First, the verification report with poor expert evaluation results will be publicized; second, the difference between random inspection and verification emissions will exceed 1000 The verification report of 10 tons or more than 10% of the total emissions of the emission unit shall be returned and publicized; third, if the verification agency issues a false or untrue verification report, in addition to the public announcement, our bureau will interview the person in charge of the verification agency, and the verification agency It is not allowed to participate in the bidding of the Beijing carbon market spot check project supported by financial funds within three years.

(5) The carbon emission report and offset application of key carbon emission units shall be affixed with the company ’s official seal, the verification report, the new facility quota application materials, and the quota adjustment application materials shall be verified by a third-party verification agency, and the unit and the verification unit shall be stamped. The official seal is submitted to the Municipal Bureau of Ecology and Environment, and the paper document with the official seal is scanned into a pdf version and uploaded through the Beijing Municipal Climate Change Data Reporting System.
