In order to standardize the charging behavior of carbon emissions trading and energy use trading services, and promote the healthy and orderly development of energy-saving and environmental protection rights and interests trading market, the Fujian Provincial Development and Reform Commission has formulated the "Fujian Province Carbon Emission Trading and Energy Use Trading Service Charging Standards" .
According to the introduction, the charges for carbon emissions trading and energy trading transactions are energy-saving and environmental protection rights trading services, which are subject to government-guided price management. According to relevant regulations, the Straits Equity Exchange Center provides carbon emissions trading services and energy trading services to the parties to the transaction in accordance with the trading rules and completes the transaction. 6 ‰ is charged separately to both parties of the transaction; if the transaction is carried out by other methods such as agreement transfer, one-way bidding and pricing transfer, the two parties shall be charged separately at 1.5% of the transaction amount.
It is worth noting that the fee standard is the upper limit, and the Straits Equity Exchange Center can float down appropriately according to the actual situation. The Straits Equity Exchange Center shall publicize the charging items, charging standards, charging basis, charging scope, execution period and other contents in a conspicuous position at the charging place, and consciously accept social supervision. The notice will be implemented from April 15, 2020 and will be valid for 3 years. The Notice of the Fujian Provincial Price Bureau on Regulating Charges for Carbon Emissions Trading Services (Min Price Service [2017] No. 284) is also repealed.
